OF CONSTRUCTION OF INDUSTRIAL FACILITIES
ORGANIZATIONAL AND TECHNICAL PREPARATION FOR STARTING

1. Analysis of Design Documentation:
  • analysis of design documentation in order to identify operability, the possibility of starting and accident-free operation of production facilities;
  • analysis of compliance with the design process mode of the parameters of supplied process equipment, instruments, devices specified in the manufacturers' technical documentation;
  • analysis of the facility provision with material and energy resources: electric power, steam, water, gas, waste neutralization and disposal systems;
  • analysis of consistence of the control system and automation design with the technological process requirements;
  • development of recommendations as regards adjustment of some design solutions based on the start-up experience gained at similar production facilities;
  • comments on the design;
  • supervision as the comments are being remedied.
2. Engineering & Technical Works on Furnishing of Equipment and Pipelines:
  • checking compliance of the completeness of the set of the equipment supplied with factory specifications or shipping (packing) lists;
  • checking compliance of the equipment configuration with design drawings and specifications;
  • visual inspection of equipment in order to detect visual defects, damages, breakage; issue of reports;
  • supervision of equipment audit before it is passed over for installation.
3. Engineering Control during Building & Assembly Works:
  • checking readiness of foundations and metal structures for equipment installation;
  • checking correct mounting of static equipment into the design position;
  • checking correct mounting, aligning and centering of dynamic equipment;
  • supervisory control of assembly of internal devices of apparatuses;
  • checking compliance of the materials, fittings, parts used during assembly with the design;
  • supervisory control during welding works: compliance with the design of the applied welding materials, welding process, thermal treatment mode, scope of inspection of welded joints;
  • participation in strength and density testing of apparatuses and pipelines;
  • drafting lists of arrears and defects revealed during assembly works, supervisory control during their remedy;
  • acceptance of as-built commissioning documentation from building & assembly companies.
4. Development of Starting Documentation:
  • schedules of preparation and start-up works;
  • starting instructions;
  • instructions on charging catalysts and fillings;
  • programs, diagrams of flushing and blowdown of process equipment and pipelines;
  • programs, diagrams of system purging;
  • plug installation diagrams;
  • programs and diagrams of additional tightness tests;
  • programs and diagrams of individual tests and run-in of equipment;
  • liner drying programs;
  • a list of additional equipment, materials and appliances for start-up operations.
5. Development of Operational Technical Documentation:
  • production procedures;
  • emergency and accident response plan;
  • job descriptions;
  • processing (production) instructions;
  • working place instructions;
  • labor protection instructions;
  • equipment operation instructions;
  • process flow diagrams;
  • programs of checking the blocking and alarm systems;
  • certificates for equipment and pipelines;
  • forms of accounting and reporting on maintenance of operating practices (reports, parameter charts).
EQUIPMENT START-UP.

1. Identification of Readiness of Production Stages for Start-Up Works:
  • visual inspection of assembled process equipment and pipelines, identification of compliance of the works done with the design;
  • checking readiness of common factory systems, availability of energy and materials resources;
  • checking completion of labor protection and fire safety measures;
  • participation in training of the production stuff using in-house teaching aids: "Technological Process Simulator Software", "Examiner Simulator", "Labor Protection and Occupational Safety Teaching and Checking Simulator";
  • lessons and training on start-up of technological processes and equipment for production staff;
  • participation in the proceedings of the board checking the production staff knowledge;
  • checking readiness of the chemical laboratory.
2. Pre-Start Technological Operations:
  • acceptance of energy resources and inert media for pre-start operations;
  • testing and adjustment of automatic regulatory, alarm and blocking systems;
  • chemical flushing, purging, blowdown, pumping of oil systems;
  • flushing of equipment and pipelines;
  • blowdown of equipment and pipelines;
  • organization and supervisory control during charging of catalysts and fillings;
  • drying of liners;
  • vibration diagnosis, dynamic balancing of equipment, electric motors;
  • additional tightness check of equipment and pipelines;
  • identification of equipment and pipelines readiness for inert media testing.
3. Testing of Technological Process Stages Using Inert Media:
  • acceptance of inert media;
  • adjustment of inert media circulation;
  • manual check of check valves and regulatory devices functioning;
  • adjustment and operability checking of automation, alarm, safety, blocking and control systems;
  • identification of equipment and pipelines readiness for working media testing.
4. Working Media Start:
  • acceptance of working media;
  • fitting, regulation and adjustment of working media flowmeters;
  • adjustment of the technological process using working media;
  • debugging and stabilization of the operating practices, analysis of quality indices of the resultant product;
  • bringing the technological process to stable mode of operation with the productive rate corresponding to the initial level of the period of reaching the design capacity;
  • industrial tests of 72 hours of continuous run and issue of a certificate of completion of start-up works;
  • issue of a technical report.
